The proposal to use this path as a guided bus corridor is opposed by the Bristol Section of CTC, the national cycling organisation, which has many thousands of members in the greater Bristol area. We are happy to support schemes which remove cars from the road and make cycling safer, but this scheme will do neither. CTC members’ typical reaction to this proposal is one of incredulity. They cannot believe that the Council can contemplate such a proposal, let alone allow officers and consultants to work on it for the past 18 months. Many members made their first cycle journeys on the path, as children or as adults, and it holds special place in their hearts. The beautiful green corridor formed by the trees overhead makes it a memorable experience, which the many people who cycle to work enjoy, day after day. Although the proposal will permit cyclists and pedestrians to use the route, its amenity value, as a highly valued area of peace and quiet in a city of noise and fuss, will be completely destroyed. This value cannot be overestimated and is irreplaceable, and its loss will be felt by all people in the Bristol area. The Joint Local Transport Plan route for the Bristol-Emersons Green BRT is the one in the GBSTS, via the M32 and A432. It is of extreme concern that a change to the Railway Path was decided in May 2006 with no consultation with CTC. A change of such a fundamental nature to a most valued public amenity in the area should have been the subject of wide and thorough consultation, especially with the users of the path, which CTC, as the UK’s largest cycling organisation, could reasonably be said to represent. The Joint Local Transport Plan makes it clear that there is a hierarchy of provision for transport, with pedestrians and cyclists at the top, but this scheme will disadvantage both groups for very little, if any, gain. The principle of removing space from motor vehicles to provide for the more sustainable modes is well established in considerable Government guidance and advice, and it is not clear why this principle has not been adhered to in this case. The JLTP refers to “A ‘carrot and stick’ approach to promotion of sustainable modes harnessed to parallel controls on car traffic” but this proposal will deter the first and facilitate the second. It goes on to say “Transport and land use measures to make walking and cycling more attractive.” It is quite clear that this proposal does not do that. Again “Clearly it is important to maintain and increase the role of cycling and walking.....” and “The JLTP embraces this approach with walking, cycling and smarter choices are seen as key ways of reducing the number of journeys made by private car.” This proposal is not supported by the JLTP, and in fact, it contradicts some of the most basic principles espoused in it. It is also likely that any reduction in motorised traffic on the roads caused by this scheme will be quickly taken up by suppressed demand, and congestion will very soon return to previous levels. The most telling section of JLTP is “It [GBSTS] found that providing additional capacity for public transport or cars does not solve the pressures created by traffic growth. The most effective strategies are the ones that successfully combine investment in public transport with some form of demand management.” This statement does not support the running of guided buses on the Railway Path, but it most certainly supports their running on the road, which combines “...investment in public transport with some form of demand management.” precisely as it says will be the most successful strategy. The JLTP makes it clear that the local authorities have the power to install and enforce on-carriageway bus lanes “Aside from promoting alternatives, we have powers through the Traffic Management Act 2004 to manage the road network more effectively and ensure that maximum benefits are received for all road users.” To sum up: CO2 savings will be minimal This scheme will not attract as many passengers as the alternative This scheme will not contribute to removing congestion It does not follow the principle of taking space from motor vehicle It does not follow the principles of the JLTP It will destroy a most popular public amenity in the area We therefore endorse the widespread opposition to the proposal to route guided buses on the Bristol and Bath Railway Path.
